2014 JCAA Conference Track and Field Invitational

Date & Location: Thursday May 1st & Friday May 2nd, 2014. @ J.C. Culwell Stadium on the campus of De Soto High School

Bus Parking: St. Louis Street. Enter parking are from east parking lot nearest tennis courts.
Entry Fees: To be split among participating schools.
Time: All events will begin at 4:00pm. A brief coaches meeting will begin at 3:30pm in the track shed located at the northeast corner of the track. You will be allowed to only make scratches, no additions. The scratch meeting will end promptly at 3:45 pm. Please review the attached schedule of events.
Surface: 8 Lane rubberized track. We allow 3/16 and below on the track and runways. NO TAPE on the track or runways! Use chalk or tennis balls for marks
Seeding: Heats/Flights will be seeded by time and distances entered.
Field Events: Shot put, Discus, Long Jump and Triple Jump will have 3 attempts and 3 more for the top 9 that qualify for finals. Pole Vault and High Jump will receive 3 attempts per height.
Miscellaneous: Bathrooms available; however, we DO NOT have locker rooms available for athletes. There will be a concession stand available. There will be an area for putting up tents on the practice field west of the stadium. The turf field will be used as a warm
up area. No gum, sunflower seeds, or food is allowed on the turf. Please inform you athletes of this rule.

JCAA TRACK MEET INFORMATION AND RULES
RAIN OUT PROCEDURES
If Thursday is rained out, the meet will be held on Friday finals only (4 attempts in field events and timed finals in running events, meet will be re-heated)
If rained out on Friday meet will be held on the following Monday (all starting times will be determined based on availability of lights and amount of remaining events)

MEET ENTRY PROCEDURES: Last year with these times and days next year we will adopt new Wednesday-Thursday meet format.
Entries are due the Monday of the meet by 11:59 pm on MOMILESPLIT April 28th, 2014
Entries will be distributed to each head coach at a meeting held on Wednesday at 7:00 pm in the De Soto High School Cafeteria. April 30th 2014
Subs are due before the school leaves the Wednesday evening meeting
You will only be able to make scratches after the meeting
Scratches will count as an event participated in
Scratches on any day of the meet will result in the meet being reheated
9th and 10th graders may be entered in both the JV and varsity divisions, but not in the same event.
11th and 12th graders may only be entered in the Varsity division
Each school may enter 2 athletes in each varsity event and one varsity relay per event
Each school may enter 3 athletes in each JV event and one JV relay per event
an athlete does not have to have a qualifying mark to be entered in an event
to be seeded an athlete must be documented to have the entered mark (documentation must be provided by the coach prior to any athlete competing)
documentation will only be required for varsity entries (if hand time you must round up to the nearest .1 and add .24 seconds to the time)

QUALIFICATION FOR FINALS IN RUNNING EVENTS
when qualifying to finals in running events, a combination of places and times will be used depending upon number of preliminary heats
2 heats=top three and next two fastest times
3 heats=top 2 places and next two fastest times
4 heats=winner and next 4 fastest times
5 heats=winner and next 3 fastest times

QUALIFICATION FOR FINAL IN FIELD EVENTS
When qualifying to finals in field events, each athlete will receive 3 attempts and the top nine will receive 3 additional attempts. Finals will be run in reverse order
When fewer than ten athletes are entered in a field event, it will be ran as a final only

JURY OF APPEALS AND GAMES COMMITTEES
Appeals committee will be made up of one head coach from each school
Games committee will be made up of a designated committee to be named at the beginning of the school year
Host school is in charge of metals, starters and etc.

AWARDS AND MEDALS
Awards and medals will be ordered by the host school
Varsity meet will medal to 4th place
JV meet will medal 1st -3rd
A first place trophy will be awarded for both Varsity divisions and a plaque for both JV boys and girls.
There will be a conference MVP-high point for both the boy and girls to be determined by the number of points scored with relay points divided by 4. They shall receive a trophy.

JCAA TRACK AND FIELD HOSTING REQUIREMENTS
Meet will be ran on an 8 lane all weather track
Hosting rotation as of 2008-2009; Perryville, Festus, and Hillsboro (will now include Desoto, Windsor, Grandview, R-7)
o Any new school will be added to the end of the rotation

CONSTITUTION OF THE JEFFERSON COUNTY ACTIVITIES ASSOCIATION
By-Laws Section 3

3.5 Track (Boys and Girls) - A trophy shall be awarded to the Conference Track Meet winners for both boys and girls at the varsity level. A plaque shall be awarded to the Conference Track Meet winners for both boys and girls at the JV level. A trophy shall be presented to the high point scorer for both the boys and girls divisions at the varsity level only.

3.51 The Conference Track Meet shall award top four places in each event with medals for varsity boys and girls. In addition, All Conference shall be determined by: 1st Place 1st Team All Conference / 2nd Place 2nd Team All Conference / 3rd and 4th Place Honorable Mention All Conference

3.52 The Conference Track Meet shall award top three places in each event with medals for JV boys and girls.

3.53 The Conference Track Meet shall award top three places in each event with medals for Junior High boys and girls and a trophy for both boys and girls team winners.

3.54 The Conference Track Meet host school shall be in charge of acquiring the trophies, medals and plaques and securing officials.

3.55 The Conference Track Meet will be timed by the Bormans Timing. The President of the Jefferson County Activities Association shall create an ongoing contract with Bormans Timing.

3.56 The Conference Track Meet entries are due on Sunday before the Conference Track Meet at 11:59pm CST. Failure to do so will result in a $250 fine per team and then entries must be in by Monday at 12 noon or teams will not be allowed to participate. The host school will host a scratch meeting on Tuesday for the Conference Track Meet at 7pm. Schools may scratch and add athletes on Tuesday at the meeting. After Tuesday, schools may only scratch athletes from the Conference Track Meet.

The JV level is defined as freshman or sophomore only. At the JV level, three entries are allowed to enter open events.

For the Conference Track Meet, all entries must be entered as FAT times or adjusted mathematically.

For the Conference Track Meet at the Varsity level, JV athletes may run up a level as long as it is not in the
same event that they participate in at the JV level.

3.57 The Conference Track Meet will be held on a Wednesday / Thursday with Friday as a make-up day. Inclement weather on Wednesday will result in the meet being held on Thursday / Friday. Inclement weather on Thursday will result in the meet being held on Wednesday / Friday. Inclement weather on Wednesday & Thursday will result in the meet being held on Friday with a 10am start time.

3.58 The host school of the Conference Track Meet will host a track meeting on the 4th Sunday of January at 1pm every year, prior to the track season.

3.59 A school may enter more than two athletes in an event for the Conference Track Meet if they have met the Qualifying Standards. The Qualifying Standard is the class below your schools classification in that particular event. These athletes will be entered and can achieve All Conference honors but only two athletes per school shall be scored. Medals shall be awarded based on finish.
